Message text: The partner system is currently not available. Simulation is not possible
The simulation could not be performed, because the partner system is
currently not available or you have temporarily deactivated change
management.
If you process the delivery in the central system, you cannot save your
changes as long as the decentralized system is not available.
If you process the delivery in the decentralized WMS and the central
system is not available, the system behavior at save depends on the
relevant Customizing settings.
Inform your system administrator about the system availability.
Partnersystems.
If you process the delivery in the decentralized system, you can
continue processing up until you save the delivery.
You can set the system behavior in Customizing for the situation where
the central system is not available. For more information, see the

SAP messages fall into 3 different categories: Error messages
(message type = E), Warnings (W) or Informational (I) messages.
An error message will prevent you from continuing your work - it is a hard stop and you need to fix the error before you can proceed. A warning message will stop your work, however, you can then bypass the warning by pressing the Enter key on your keyboard. That said, it is still good practice to investigate the cause of the warning message and address it. An information message will not stop your work and is truly just for informational purposes.
