The SAP error message CTS_CONFIG_MSG_CL137 indicates that an initial search cannot be performed due to missing authorization. This error typically occurs in the context of the Change and Transport System (CTS) when a user attempts to perform an action that requires specific authorizations that they do not possess.
Cause:
The primary cause of this error is a lack of necessary authorizations for the user role attempting to perform the action. This can happen due to:
- Missing Authorizations: The user does not have the required authorizations in their role profile to access the CTS functionalities.
- Role Configuration Issues: The roles assigned to the user may not be properly configured to include the necessary authorizations.
- Transport Management Configuration: There may be issues with the transport management configuration that restrict access.
Solution:
To resolve the CTS_CONFIG_MSG_CL137 error, follow these steps:
Check User Authorizations:
- Use transaction code SU53 immediately after the error occurs to check the authorization check that failed. This will provide insight into which specific authorization is missing.
- Review the user’s roles and profiles in transaction SU01 (User Maintenance) or PFCG (Role Maintenance).
Assign Missing Authorizations:
- If you identify missing authorizations, you can either:
- Modify the existing role to include the necessary authorizations.
- Create a new role that includes the required authorizations and assign it to the user.
Consult with Security Team:
- If you do not have the necessary permissions to modify roles or authorizations, contact your SAP security team or administrator to assist in granting the required access.
Review Transport Management Settings:
- Ensure that the transport management system is correctly configured and that there are no restrictions in place that could be causing the authorization issue.
Testing:
- After making changes to roles or authorizations, have the user log out and log back in to ensure that the changes take effect. Then, attempt the action again to see if the error persists.

SAP messages fall into 3 different categories: Error messages
(message type = E), Warnings (W) or Informational (I) messages.
An error message will prevent you from continuing your work - it is a hard stop and you need to fix the error before you can proceed. A warning message will stop your work, however, you can then bypass the warning by pressing the Enter key on your keyboard. That said, it is still good practice to investigate the cause of the warning message and address it. An information message will not stop your work and is truly just for informational purposes.
